Constitutional Rights Enable States to Protect Languages, but Conflicts Must Be Avoided

India's Constitution grants individual states the authority to safeguard and promote their respective languages. This constitutional provision has enabled states like Karnataka to take proactive measures for language preservation and development.

Karnataka's recent enactment of the Kannada Language Comprehensive Development Act, 2022 exemplifies such efforts. The legislation mandates the use of Kannada in various spheres including official government documents, educational institutions, and public signage across the state.

However, while states possess these constitutional rights, they must exercise them responsibly. Language promotion should not become a source of conflict between states or create barriers for citizens from other linguistic backgrounds. The challenge lies in balancing regional language protection with national unity and inter-state harmony. States need to implement such policies in ways that celebrate linguistic diversity rather than create divisiveness.
